Applicants who qualify must be a Cherokee Nation citizen, live within the 14-county jurisdiction, have no income, be at least 18 years old, and out of high school. Program exceptions include, single parents receiving child support, college students receiving solely financial aid, and military reservists receiving a minimal monetary payment for training. 

Cherokee Nation citizens can apply at Career Services offices in Tahlequah, Claremore, Jay, Muskogee, Pryor, Sallisaw, Stilwell, Vinita, and West Siloam Springs. Some locations may be by appointment only.

Applicants who have a certification or degree in a certain field may be eligible for placement in an area relevant to their expertise.

Placement priority is given to new first time applicants of the program that have not received services through the Tribal Training Services. The program allows tribal citizens to train for a period of up to 12 weeks or earn a stipend up to $1,000. This amount may be extended by case review based on the individual circumstances of the client, but not to exceed the maximum program stipend of $3,000 in one fiscal year. Clients in the process of potential hire are also eligible for an extension.
