The Cherokee Nation is in a period of transition. A newly elected Tribal Administration took office on August 14th (1999) and has begun a "sliding transition program," with the goal of "producing the most efficient and effective management system possible," according to Principal Chief Chad Smith, who is acting on the advice of a team compiled to address the various aspects of the Cherokee Nation organization. The transition team includes John Boren, Chief Pharmacist of the W.W. Hastings Hospital and former health administrator for the Cherokee Nation.
Meanwhile, Chief Smith has appointed Rick Kelly as Acting Executive Director for the Cherokee Nation Health Service, following the voluntary resignation of Bill Thorne, Jr. on August 13th.
Smith said executive directors under his administration will be seen as administrative managers, responsible for the design of a management system for the Cherokee Nation, "not from the top down or from the bottom up, but from the perspective of the consumer, asking the question: what do the Cherokee People need?."
