In 1997, the Cherokee Nation Tribal Council passed a resolution authorizing the provision of health care to non-Indians at an income based fee-for service from each of the facilities operated by the tribe in the jurisdictional service area. Service was already being provided at two of the tribally operated health clinics where there was no other form of basic health care available in the community (Salina and Jay, Oklahoma).
